Thirty captive beluga whales in a Canada-based entertainment facility have been caught in a struggle between a closed attraction, government authorities and advocacy groups.

But those most familiar with the whales say the intense discussion over their fate often overlooks the nuances of the whales who, after spending their lives in enclosed habitats, have been closely studied by the humans who work with them regularly.

After the national authorities prevented the transfer of the belugas to China, the embattled facility near Niagara Falls where they are kept warned to euthanize them unless the government funds the upkeep of keeping them alive. Canada’s marine resources official has denied that ultimatum, placing the thirty whales in an dangerously unstable circumstance.

Highly Cognitive Sea Creatures

Researchers say that beluga whales’ neuroanatomy, along with their mimicry abilities, intellectual tasks and group interactions suggest they are remarkably smart creatures – something a former trainer discovered first-hand.

Burgess spent several years as a whale caretaker, a position that entailed earning the trust of the sea creatures.

“Building up those relationships over time takes a lot of dedication and a lot of love. At the start, they’re very cautious of you,” she said. “In time, you gain shared confidence. And they start being more vulnerable with you. It’s just so extraordinary and gratifying.”

The trainer knew the whales were exceptionally cognitive, but she says she was nevertheless surprised by the details and idiosyncrasies in their characters. She formed a special affection for Eve and Cleopatra with contrasting personalities.

“Eve chose me. The other required effort,” she said. “They altered the way I perceive bonding.”

Growing Opposition and Deteriorating Conditions

Her connection with the whales developed against a context of rising activist criticism to their confinement.

During her three years at the facility, seven belugas and the park’s single orca, Kiska, passed away. In total, nineteen belugas have perished at the park since 2019, a toll which the facility attributes to natural mortality, but which activists say indicates the poor conditions in which they were kept.

The facility did not open to the guests over the recent season, but the former trainer says she saw with her own eyes consequences of the shutdown. “Structural materials is breaking off from the pools because they’re in disrepair and not being repaired. The whales are inquisitive and so they take pieces and navigate with fragments in their jaws. It’s upsetting to see.”

The facility did not reply to a questionnaire, but in the past asserted: “The whales … obtain far higher quality medical attention and 24/7 attention than any human in the UK, or other places.”

Uncertain Future and Potential Resolutions

The former employee was fired from the park in early March following the demise of Eos, an unwell beluga the park staff had to euthanize. She said the facility thought particulars of the incident were disclosed to the press and she was fired not long after.

The ambiguity over the whales’ future has left Burgess and staff members in anguish. She says the park’s threat to kill its whales is a leverage tool and is a “logistically impossible” endeavor, adding any efforts to euthanize even a individual beluga would require “significant staff”, equipment and heavy equipment.

“It’s impossible in hell the staff would ever do it,” she said.

She supports calls for the whales to be removed immediately from the park, with its failing enclosures and reduced personnel.

In late September, Canada’s government official turned down a proposal to export the whales to China.

“Granting the request would have meant a perpetual existence in confinement and a return to performance for audiences,” the minister commented. “As the public, we know that marine mammals are meant for the sea, not in pools for our entertainment. I could not in good conscience authorize an transfer that would perpetuate the situation these belugas have experienced.”

But Burgess said the official’s remarks reflect a more general lack of awareness of the circumstances of existence for belugas born in captivity.

“The public needs to grasp these are whales that have spent their whole lives in captivity and they will need ongoing assistance for the remainder of their lives,” she said. “Many just don’t realize that it’s not as straightforward as saying ‘shut it down’.”

Sanctuary Proposal and Ongoing Debate

As officials work to find a answer, suggestions have surfaced, some of which have little basis in reality. A suggested plan called for the belugas to be freed into the wilds of the Arctic – where whales are a primary resource of sustenance for local populations.

A suggested sanctuary in the province of Nova Scotia, which recently received official endorsement, has been contentious. The future site, which includes a large area of penned in ocean, is not yet built. Advocates remain optimistic that it could ultimately represent a long term solution for eight of the whales.

But, Burgess says, among trainers she’s consulted, there is “doubts there” about what she said is “simply an trial” in the whales’ fate.

Some experts say the prospect of a sanctuary indicates a changing attitudes away from animal displays and could represent a workable plan in the near future.
